LOS ANGELES, Calif., Apr 14, 2026 (SEND2PRESS NEWSWIRE) -- The Citizens Commission on Human Rights (CCHR) International, a mental health industry watchdog, strongly rejects a recent joint statement by the World, European, and American psychiatric associations that advocates the use of electroshock treatment on children.[1] CCHR warns that with children as young as five already subjected to electroshock in the U.S., such calls represent a dangerous step and a violation of human rights. The organization calls for a ban on all electroconvulsive therapy (ECT), commonly known as "electroshock."

The psychiatric groups' statement also wants ECT to be forced on individuals who are incapable of consenting or who refuse consent. In alignment with various U.N. conventions, CCHR maintains that any psychiatric practice coercively imposed constitutes torture.

In 2005, the World Health Organization (WHO) first warned: "There are no indications for the use of ECT on minors, and hence this should be prohibited through legislation."[2] CCHR's Freedom of Information Act requests to U.S. states revealed that in 2018 to 2019, at least six states-Georgia, Illinois, Kentucky, Massachusetts, Mississippi, and Utah-allowed children aged five or younger to be electroshocked.

WHO's Department of Mental Health and Substance Use warned of ECT's serious health risks, including brain damage, cardiovascular complications, memory impairment, and even death. It states that ECT should be banned for children and that adults should never receive it without written informed consent. In the absence of such consent, ECT should be considered abuse or torture.[3]

Contrary to the psychiatrists' assertion that ECT is life-saving, multiple studies show the opposite. A 2020 study involving over 14,800 ECT patients found they were 16 times more likely to attempt suicide than a matched control group of 58,369.[4] A 2023 study published in Acta Psychiatrica Scandinavica reported that patients who received ECT were 44 times more likely to die by suicide than the general population. Another study published in The Journal of Clinical Psychiatry found the suicide death rates of veterans to be 137.34 per 10,000 within 30 days and 804.39 per 10,000 within one year following treatment.[5]

The psychiatric group also disputed that sending hundreds of volts through the brain and body, inducing a grand mal seizure, causes brain damage. They dismiss concerns about the "adverse effects of applying electricity to developing brains" of children.

However, the human brain continues critical rewiring into the mid-20s-long after reaching full size around age 14-making pediatric application particularly concerning. In 2023, John Read, Ph.D., pointed out that after 85 years of ECT use, there had not been a single placebo-controlled study on children or adolescents. The UK National Institute for Health and Care Excellence (NICE) states: "The risks associated with ECT may be enhanced in children and young people."[6]

Neuropathologist Dr. Bennet Omalu-known for discovering chronic traumatic encephalopathy (CTE) in football players-has publicly condemned ECT, stating: "The amounts of electrical energy introduced to the human brain by ECT machines can be nothing but harmful and dangerous... The patient who receives ECT therapy will manifest permanent and cumulative brain injury, which can be progressive over time and result in chronic encephalopathies and brain degeneration."[7]

Expert testimony admitted in the Nebraska Supreme Court (2025), as cited in a Global Wellness Forum Stop ECT Coalition report on ECT, concluded that "ECT causes persistent or permanent memory loss and brain damage in a substantial proportion of recipients-between 12% and 55%."[8] Decades of research document brain damage, memory loss, and mortality, while the absence of verified efficacy reflects regulatory negligence.[9]

A 2020 review in Ethical Human Psychology and Psychiatry, co-authored by experts, including Prof. Irving Kirsch of Harvard Medical School and Dr. Read, concluded: "Given the high risk of permanent memory loss and the small mortality risk, the longstanding failure to determine whether or not ECT works "means that its use should be immediately suspended."[10]

CCHR, co-founded by the Church of Scientology and psychiatrist Dr. Thomas Szasz, has campaigned against ECT for decades. On August 11, 2025, executives from CCHR International addressed the UN Committee on the Convention on the Rights of Persons with Disabilities (CRPD), supporting the CRPD's ban on coercive psychiatric practices, including electroshock. PLANO, Texas, Apr 14, 2026 (SEND2PRESS NEWSWIRE) -- Optimal Blue today released its March 2026 Market Advantage mortgage data report, reflecting resilient mortgage activity as purchase demand strengthened despite higher rates. Total rate-lock volume rose 13% month over month (MoM) and 26% year over year (YoY). Purchase activity led the month, with purchase lock volume up 38% from February and 20% from March 2025. Cash-out refinance volume increased 9% MoM and 21% YoY, while rate-and-term refinance volume declined 34% from February but remained more than 66% higher YoY. Refinance share finished March at 28% of total production, down from earlier in the year but still well above 2025 levels.

​​Mortgage rates moved higher across all major products in March. The Optimal Blue Mortgage Market Indices (OBMMI) 30-year conforming fixed rate, the benchmark for CME Group's Mortgage Rate futures, ended the month at 6.35%, up 45 basis points (bps) from February. Jumbo, VA and FHA rates also increased during the month. The 10-year Treasury yield ended March at 4.30%, up 33 bps, while the spread between the 10-year Treasury and the 30-year rate widened to 205 bps.

"Purchase demand is carrying the market forward even as rates move higher," said Mike Vough, senior vice president of corporate strategy at Optimal Blue. "That's a strong sign for the spring market, especially with refinance share still at 28%, well above where it spent most of 2025."

On the secondary side, March data reflected modest shifts in execution. Best-efforts-to-mandatory spreads tightened for 30-year products, while agency cash window executions increased 100 bps and securitization activity eased. Mortgage servicing rights (MSR) values also rose 6 bps as higher rates reduced refinance expectations.

"In a higher-rate environment, lenders have to be more deliberate about how they execute and where they find value," Vough said. "We saw some movement toward the cash window in March, but the more telling signal was MSRs moving higher as refinance expectations came down. That's the market adjusting to a higher-rate backdrop."

Key findings from the Market Advantage report, derived from direct-source mortgage lock and secondary market data, include:

Volume trends and market composition

* Refinance share eases: Refinances accounted for 28% of total lock volume in March as purchase demand accelerated. Rate-and-term refinance volume declined 34% MoM but remained more than 66% higher YoY, while cash-out refinance volume increased 9% MoM and 21% YoY.

* Purchase share expands: Purchase locks accounted for just over 71% of total volume in March, with purchase activity rising 38% MoM and 20% YoY as the market moved deeper into the spring selling season.

* Conforming's majority narrows: Conforming share declined to just over 50% of total volume in March. FHA and non-conforming share each increased to 18%, while VA share eased to 13% and USDA held steady at 1%.

* ARM usage climbs: Adjustable-rate mortgages accounted for 12% of total production in March, up 162 bps MoM and reaching the highest mark since October 2022.

* PUD share rises: Planned unit developments, a proxy for new construction activity, rose to 28% of total volume in March, up 75 bps MoM but down 413 bps YoY.

Rates and pricing

* Rates move higher: The OBMMI 30-year conforming fixed rate rose 45 bps to 6.35%. Jumbo rates increased 41 bps, VA rates rose 44 bps and FHA rates climbed 21 bps. The 10-year Treasury yield increased 33 bps to 4.30%, while the mortgage-to-Treasury spread widened to 205 bps.

* MSR values rise: MSRs for conforming 30-year loans increased 6 bps to 1.24%, representing a 4.97 multiple, as higher rates reduced refinance expectations.

* Execution spreads tighten: Best-efforts-to-mandatory spreads decreased 3 bps for conventional 30-year loans and 5 bps for government 30-year loans, while the conforming 15-year spread increased 7 bps.

* Top pricing share slips: The share of loans sold at the highest price tier declined 100 bps to 79%, while loans sold in the fourth (or worse) tier decreased 100 bps to 4%.

Channel and execution

* MBS share slips: Agency mortgage-backed securities (MBS) securitizations accounted for 41% of hedged executions, down slightly from 42% the prior month.

* Cash window gains ground: Hedged loan sales to the agency cash window rose 100 bps to 28%.

Product mix and borrower profiles

* First-time buyer share remains high: First-time homebuyers represented 46% of conforming purchase locks and more than 70% of FHA volume in March, while VA first-time buyer share held near 46%. Conforming first-time buyer share was up 3 points over the past three months and 1 point year over year.

* Borrower profiles remain stable: Debt-to-income (DTI) ratios for purchase loans were 36.3% for conforming loans, 43.3% for FHA and 42.7% for VA in March. Conforming purchase DTI was essentially flat from February, while FHA and VA purchase DTIs moved modestly lower. All three remained below year-ago levels. The average purchase FICO was 732.

* Loan balances stay elevated: Average loan amount declined to just over $401,000 from $404,586 in February but remained well above year-ago levels. The average loan-to-value ratio (LTV) was 81.32%. Loan amounts ranged from $888,536 in greater San Francisco to $306,283 in Indianapolis, while regional LTVs ranged from 69.88% in the Bay Area to 89.47% in San Antonio.

LOS ANGELES, Calif., Apr 06, 2026 (SEND2PRESS NEWSWIRE) -- The U.S. House Subcommittee on Health Care and Financial Services recently held a roundtable examining the state of mental health in America, revealing a troubling paradox: more Americans are receiving treatment than ever before, yet outcomes are significantly worsening. Spending on treatment for mental health and substance abuse issues skyrocketed more than 241% from $40.9 billion in 2000 to $139.6 billion in 2021, according to a new Health Affairs study. Subcommittee Chairman Glenn Grothman (R-Wis.) noted that this massive increase is harming the economy while funding programs that fail to deliver results. Between 2002 and 2024, the number of adults receiving mental health treatment surged approximately 122% from about 27 million to nearly 60 million-far outpacing the U.S. population growth of only 18%. Depression rates have reached historic highs, and suicide rates have climbed back to levels not seen in decades.[1] The Citizens Commission on Human Rights International (CCHR), a mental health industry watchdog, applauded the subcommittee's initiative. It emphasized that the true costs extend far beyond the figures given.

In 2020, U.S. spending on mental and behavioral health treatment topped $280 billion.[2] In fiscal year 2022, $36.5 billion in federal and state funding was allocated to community mental health systems. Medicaid was the largest single funding source for community mental health at almost $24.7 billion.[3] CCHR says such services generally rely upon the biomedical model, including psychotropic drugs, which many consider a failure.

The roundtable spotlighted antidepressant prescriptions for individuals aged 12 to 25, which rose more than 63% between 2016 and 2022, with over 221 million prescriptions dispensed to 18 million young people during that period. Yet outcomes continue to decline: in 2021, 57% of teen girls reported persistent feelings of sadness or hopelessness-up from 36% a decade earlier.[4]

Chairman Grothman commented, "We are intervening more, medicating more, and spending more. Yet, many of the people we are trying to help are not getting better."

CCHR's prescription data from IQVia's Total Patient Tracker shows that in 2020, over 76 million Americans, including 6.1 million children-hundreds of thousands under the age of five-were prescribed psychotropic drugs.

Between 1999 and 2019, these drugs contributed to 51,446 deaths and nearly 650,000 overdoses, with the annual death rate more than tripling.[5]

Additionally, approximately 1.2 million people are involuntarily hospitalized each year for psychiatric treatment. The coercion can prove lethal: A July 2025 Federal Reserve Bank of New York study found that individuals involuntarily hospitalized were nearly twice as likely to die by suicide or overdose within three months of release.[6]

Jan Eastgate, President of CCHR International, stated: "Hundreds of billions of taxpayer dollars-including over $75 billion from Medicaid in a single year-are poured into psychiatric treatment, yet we see only worsening results."

Dr. David Hyman, adjunct scholar at the Cato Institute and Professor of Health Law & Policy at Georgetown Law, addressed the roundtable about systemic fraud, pointing out that spending on mental health and substance use disorders has grown faster than overall healthcare expenditure, now accounting for roughly 5% of total US healthcare spending. "When we pay for services, we get services; we don't necessarily get better mental health," Hyman said. He described mental health as a "fraud-laced industry" where billing for services not performed and falsified records remain prevalent.[7]

Dr. Hyman referred to the 2014 Inspector General for the Department of Health and Human Services, Richard Kusserow, who said mental health has a special enforcement problem that stretched back decades. Kusserow stated that psychiatrists and psychologists "have the worst fraud record of all medical disciplines."[8] If you look at the providers that have been excluded from the Medicare and Medicaid programs, Dr. Hyman continued, "psychiatrists punch well above their weight in terms of their likelihood of being excluded from the program" for engaging in a "variety of these frauds."

CCHR has long tracked mental health fraud, which has ranked among the top crimes committed in the mental health industry. A 2020 Journal of Medical Economics study described a typical fraudster as a 53-year-old male psychiatrist who overbills federal insurance programs for unperformed services or inflated session times. Thousands of patients, including children, are hospitalized unnecessarily and held until insurance benefits expire to fill beds.[9]

Eastgate concluded: "Unless the mental health industry's results are rigorously measured and held accountable, the abusive and fraudulent practices driving today's declining conditions will persist. Real reform must begin by ending coercive psychiatric practices that force taxpayers to fund unwanted treatments with no guaranteed benefit. It must direct funding exclusively toward proven, workable solutions that deliver genuine cures-not endless intervention. Above all, there must be full accountability for every dollar spent."
