Cunningham, III, of the law firm of Stephen P. Gallagher and Associates, has been appointed by the Pennsylvania Supreme Court to Chair the Court's Disciplinary Board. He was originally appointed to the Disciplinary Board of the Supreme Court of Pennsylvania in September 1997 and is now in his second term as a member of the Board. As Chair, Cunningham will oversee the Board's operations and convene the Board's meetings across the state, in Philadelphia, Harrisburg and Pittsburgh. The Board was created in 1972 to consider and investigate the conduct of any lawyer admitted to practice in Pennsylvania or otherwise subject to the Pennsylvania Rules of Disciplinary Enforcement. It is composed of 14 lawyers and two non-lawyers who serve for terms of three years. The Board investigates complaints from the public and has the power to initiate its own investigations. It adjudicates complaints against lawyers and makes disciplinary findings that range from private reprimand to disbarment for professional misconduct. The Board operates on a $7.5 million budget, which is raised by an annual assessment that the Supreme Court collects from all active Pennsylvania lawyers. Cunningham was born and educated in Philadelphia. (Father Judge High School '66, St. Joseph's University, '70, Temple Law School '73) and admitted to the Pennsylvania bar in 1973. From 1973 until 1986, he served in the Philadelphia District Attorney's Office. In 1986 he left the District Attorney's Office and entered the private practice of law in Philadelphia where he will continue to maintain a litigation and appellate practice with the firm of Stephen P. Gallagher & Associates. He has handled thousands of criminal and civil cases including hundreds of jury trials in state and federal court, as well as, representing clients before administrative agencies concerning worker's compensation, civil service appeals, and social security, in addition to practice before the Pennsylvania Labor Relations Board, Liquor Control Board, Human Relations Commission and Secretary of Education.
